Based on Royal Decree No. 5/81 Regulating the Usufruct of Lands of the Sultanate of Oman, and Royal Decree No. 88/82 Approving the Executive Regulation of the Regulation on the Usufruct of Lands of the Sultanate of Oman, and Royal Decree No. 67/2000 on Certain Provisions Concerning Higher Education Institutions, and Ministerial Decision No. 1/2002 Issuing the Conditions and Controls for the Granting of Lands to Private Higher Education Institutions, and in pursuance of the public interest,
