After perusal of the Basic Statute of the State promulgated by Royal Decree No. 101/96,
and the Memorandum of Understanding between the Ministry of Agriculture and Fisheries in the Sultanate of Oman and the Ministry of Agriculture in the Republic of India on cooperation in the field of agriculture and related sectors, signed in Muscat on 5 October 1996,
and in pursuance of public interest,
Have decreed as follows:
