We, Qaboos bin Said, Sultan of Oman,
After perusal of the Basic Statute of the State promulgated by Royal Decree No. 101/96;
The Law Regulating Regional Municipalities promulgated by Royal Decree No. 87/86;
The Financial Law promulgated by Royal Decree No. 48/98 and its amendments;
Royal Decree No. 18/99 Determining the Competencies of the Ministry of Regional Municipalities and Environment and Approving Its Organizational Structure;
And in pursuance of the public interest,
Have decreed as follows:
