After perusal of the Basic Statute of the State promulgated by Royal Decree No. 101/96,
and the Convention on International Trade in Endangered Species of Wild Fauna and Flora, signed in Washington, D.C. on 3 March 1973 and amended in Bonn on 22 June 1979,
and in pursuance of public interest,
Have decreed as follows:
