We, Qaboos bin Said, Sultan of Oman,
After perusal of the Basic Statute of the State promulgated by Royal Decree No. 101/96,
Royal Decree No. 48/76 concerning the signing of external and internal financial transactions,
Royal Decree No. 39/82 on the Protection of Public Funds and Avoidance of Conflicts of Interest,
And Royal Decree No. 86/84 promulgating the Law and System of Government Tenders,
And in pursuance of the public interest,
Have decreed as follows
