Based on the Law on the Protection of the Right of Breeders of New Plant Varieties promulgated by Royal Decree No. 49/2009, Royal Decree No. 68/2012 Determining the Competences of the Ministry of Agriculture and Fisheries and Approving Its Organizational Structure, the Executive Regulation of the Law on the Protection of Plant Breeders’ Rights issued by Ministerial Decision No. 35/2004, and the approval of the Ministry of Finance in its letter No. Finance – (9607)/M.T.D/6/3/2013 dated 5/11/1434 corresponding to 11/9/2013, and in pursuance of public interest,
