After perusal of the Agriculture Quarantine Law promulgated by Royal Decree No. 47/2004, Royal Decree No. 9/2008 Determining the Competences of the Ministry of Agriculture and Approving Its Organizational Structure, the Executive Regulation of the Agriculture Quarantine Law issued by Ministerial Decision No. 32/2006, and the recommendation of the Directorate General of Agricultural Development to determine quarantine areas, and in pursuance of public interest,
